Interesting that the “why” (or even speculation of “why”) doesn’t seem to be worth reporting...A poster at the Tulsa World page says that this particular location is in 'the projects' and so considering this I won't speculate, as any such speculation may be construed as 'racism' and I have no wish to be banned from FR.
