the example Gates gave was that there’d now be one person that reports to Bush on the status of upcoming deployments and equipment requests. He/she would be able to contact any department to see where the request was in the pipeline fundingwise, availability of equipment(Strykers for example) or additional troops, and when the additional troops/equipment would arrive in theatre.
Sounds like that person already exists and is Secretary of Defense Robert Gates.
