I want to thank the city of Austin and all its citizens for the wonderful hospitality they have shown us. You know, the city of Austin is named after Stephen Austin who first brought Anglos to what was then Mexico. Now, some of you may have deep misgivings about that. But I want you to consider him as a possible role model ... he shows us what an undocumented alien can accomplish in this great land.

Well, it’s official. We are now the nation’s largest minority. To those who are threatened by our numbers, let us educate and proclaim the good news that America is becoming more truly American because of our growing presence.

There are wonderful human beings behind the numbers. A hard working people largely forgotten by the media, trivialized or white washed in the history books, and either ignored or taken for granted by politicians.

Yet, our ancestors forged paths that others followed, brought technology that others copied, built cities that others usurped. For this land heard names like Garcia, Rodriguez, Gonzalez and, yes, Yzaguirre long before they heard about Austin or Houston.

But Latinos not only helped build America, we have disproportionately spilled blood defending this nation. Some of you may recall Roy Benavides, a fellow Texan born and reared not far from where we meet today. Before his death five years ago, Roy attended our annual conferences several times.

What you may not know is that 35 years ago in the jungles of Vietnam, Roy Benavides demonstrated incredible courage under deadly enemy fire. His story sounds like a movie script.

Wounded himself in the leg, face, abdomen, neck, and arms, Roy returned again and again to the firefight to pull eight dying soldiers to safety. With wounds all over his body, he engaged in hand to hand combat with two enemy soldiers and killed both of them.

Some years later, Roy told me that after he finally let himself be pulled to safety, he was presumed dead by the doctor who examined him. The doctor also dismissed him as a Vietnamese. So with blood pouring from a gaping neck wound and preventing him from speaking, Roy did the only thing he could to prove that he was alive. He spit blood at the doctor.

Roy was awarded the Congressional Medal of Honor for his bravery. Let me read to you a sentence from his official citation: “Sergeant Benavides’ fearless personal leadership, tenacious devotion to duty, and extremely valorous actions in the face of overwhelming odds were in keeping with the highest traditions of the military service, and reflect the utmost credit on him and the United States Army.”

What is unknown to most Americans is that Roy was not the exception, he was the rule. Hispanics have won more military decorations in proportion to their numbers than any other group of Americans.

Yet across American society, polls show that we are perceived as the opposite of who we are. The cold facts dispel the media created images of Latinos. For the empirical truth is straightforward and unequivocal: Hispanics are patriotic, hard working, family-oriented, business-minded and God fearing.

We are and always have been part of the American saga. From Admiral Farragut and General Galvez in the War of Independence, to Staff Sgt. Eric Alva in Iraq, we have always been part of the American story.

But despite this heroism, despite our proud heritage, we have largely been left out of the American dream. By almost every measure, Latinos still endure pervasive discrimination and lack of opportunity. This is not to deny our progress, it is simply to acknowledge a larger reality.

We must examine this reality honestly, and then determine how to make the American dream available to every Latino in this country. Our challenge is to bring the same courage we have shown on the battlefield to the homefront. We must reclaim our birthright not through bullets, but through the ballot box.

And I say to you “que si se puede” it can be done. From 1996 to the year 2000 there was a 20% increase in the number of Latinos who voted. In 2004, there will almost certainly be an additional 2 million Hispanics voting. The surge in Latino voters will be particularly high in critical battleground states such as Arizona, Florida, Colorado, and Nevada. And both parties know that we are concentrated in the must win states of California, Texas, New York, and Illinois.

We fought hard for democracy. Now democracy has to work for us. We seek nothing less than the chance to control our own destiny. The term “Manifest Destiny” was used to justify much that was unjustifiable. But today I say to you that we have the means to make our destiny manifest, to make our future what it ought to be, one that joins with other Americans of good faith in forging an even greater United States of America; an America where people are judged by the clarity of their actions and not by the accent of their words.

And we have to tell truth to power. That is our role at the National Council of La Raza. We don’t care what your political party is, we are not intimidated by current popularity. What we care about is respect and results. When we needed to, we confronted the Clinton Administration. When we need to, we confront those in Congress of both political parties. Now it is time to speak truth to power to the Bush Administration.

Make no mistake. The President and his Administration are fully aware of our political potential. You know what’s going on. As we gather here, the Bush Administration is analyzing the Hispanic vote, studying political maps, and plotting their Latino strategy.

The problem is that too often their plan to win our votes comes down to taking as many pictures with us as possible.

Don’t get me wrong. These are beautiful pictures. We see smiling Hispanics, big crowds, lively musicians, and beaming politicians. Everything looks so wonderful.

But in reality these pictures are what I call piñata politics. They blindfold you and hope you are satisfied with a few trinkets that fall to the ground.

Ladies and gentlemen, we have too much at stake to mince words. So I will not. Photographs are not respect, and framed pictures are not results. The truth is that for the issues that matter to us, this Administration has been a major disappointment for the Latino community.

Let me show you the real picture. It looks nothing like the glossy photos I’ve just described. It is a picture of 2 years of neglect, disinterest, and disrespect.

Our disappointment is greater because we had justifiably high hopes when President Bush took office. From his governorship of this great state of Texas through his presidential campaign, George W. Bush said and did many things that were helpful to, and respectful of, the Hispanic community.

But these hopes turned out to be a false image, a mirage. Let us see reality through a clear and focused lens.

Let’s start with the latest tax bill, since that was President Bush’s highest priority. We all know that the bill was dramatically tilted toward the wealthy, excluding millions of hard working Latino families. And then it got worse. In the midnight hour, a backroom deal denied an increase in the child tax credit to 1.6 million low income Hispanic families, even though the increase did go to families earning well over $100,000.

The Bush Administration doesn’t seem to care if Latinos are in the picture of American prosperity.

Then there is education. With one third of our people younger than 18 and suffering the highest high school dropout rate, we know that our permanent place in the American mainstream depends on quality education now, not sometime down the road. Here, the Bush Administration started in the right direction.

While far from perfect, the “No Child Left Behind” Act seemed like a significant step toward standards based reform. But since then? Disaster. The Administration only gave paltry funding to implement this bill. Bilingual education, English as a Second Language, and parent involvement are cut to the bone. Hispanic children are indeed being left behind, big time.

The Bush Administration doesn’t seem to care if Latinos are in the picture of American learning.

Then there is health care. As a group, Hispanics have the lowest rate of health insurance coverage in America, a number that grows year after year. Not only has there been no action on the uninsured, the Bush Administration has specifically excluded Hispanic children.

Just last month, the Administration decided not to provide health care benefits to legal immigrant children and pregnant women. Think about what that really means: you are a Hispanic woman, residing here lawfully, eight months pregnant. Your husband can serve in the military, you must pay taxes so others can have these benefits, yet you can’t even get a prenatal check up. That’s a disgrace.

The Bush Administration doesn’t seem to care if Latinos are in the picture of American health.

Then there is immigration. After such a hopeful beginning, we’ve gotten little more than inaction and intimidation. Not only has the President walked away from earned legalization, he abandoned his promise to reduce the naturalization backlog, and refuses to allow legal immigrants access to vital federal assistance.

In some ways, though, it is Attorney General Ashcroft’s post 9/11 crackdown on immigrants that alarms me the most. Think about our predominantly immigrant construction workers at the Pentagon, refusing to leave the worksite for even a few hours sleep so they could finish the rebuilding project on time and under budget.

But since then, because our skin color may be different, or because we speak with an accent, we are back to being the enemy. Every day we hear about illegal detentions, increased profiling, intimidation at airports, even reports of the INS staking out elementary schools. They call it security. I call it un American.

The Bush Administration doesn’t seem to care if Latinos are in the picture of American justice.

Together, these are crummy pictures. Nonetheless, I stand before you optimistic and confident about our future.

Why? Because I see one final photograph, a wonderful picture of strength and progress and dignity. This is a picture that we can take. It captures Hispanics controlling our own destiny, rather than serving as props while those in power ignore our real needs.

To develop this picture we have to do two simple things: respect our own political power and make it work for us.

I’m going to ask you to think back 10 years. Do you remember the vicious anti immigrant attacks in the mid 1990’s? Proposition 187 in California and similar proposals elsewhere were ugly efforts to hurt the Latino community. They were direct and blatant attacks.

But we fought back. We didn’t passively sit back and accept someone else’s fate for us. Maybe we surprised the bigots and the xenophobes. We got angry when they expected us to be meek.

Now the Hispanic community is being assaulted once more. This time they don’t want to make you angry, so their tactics are subtle. But no matter how many nice words and glossy photos they hand us, a knife in the back is deadly even if it’s delivered with a smile.

That’s what we have to remember. We are being threatened. Ladies and gentlemen, we know how to fight when the things we love are threatened.

On the field of battle, Latinos act with unparalleled courage. We defend America with all our might. We have the highest casualty rate of any ethnic group because we take risks for the country we love. A Latino serviceman was among the very first casualties in Iraq, the last Marine out of Saigon, and the longest serving POW in the history of the United States.

Yes, we know how to fight when our country is threatened. It’s time to summon that courage here at home. It’s time to fight when our community is threatened. It’s not complaining, it’s justice. It’s not asking, it’s insisting. This is our country, we are not just passing through, we are here to stay. Let’s summon the courage to make sure our families can get a good education, decent health care, and a real opportunity for economic prosperity. Let’s demand what our heritage has created for us the right to live as free and proud Americans.

This is not about one president, one election, or one political party. Democrats must and will be held to the same standard I hold President Bush to today. For too long, Democrats have received our votes without delivering much in the way of change. Now as they pursue our votes, they need to know that we don’t want a battle of photo ops. Democrats should hear loud and clear that we won’t let them take our votes for granted.

And no matter who the candidate or which political party, we want action, not talk. Talk is cheap in English, talk is cheap in Spanish.

In some way, what I’m suggesting is that it doesn’t matter who is in power. If we focus on what really matters and engage fully in the political process, then we are the decision makers.

7.3 million Latino citizens are not yet registered to vote and 1.6 million registered Hispanic voters did not go to the polls in 2000. Turning this around is the key to realizing our destiny. But new voters are not enough, and even voting is not enough. We have to be better informed, ask tougher questions, make our views known early, and band together on common interests. If we do that, every politician will feel our power before election day. Then, when they ask for our vote, they will be responding to us, not posturing before us.

Will this be an easy path? No. It was a struggle just to get where we are today. But when it gets hard, we have one final weapon: our faith. The depth of our faith in our God, in our families, in our values is a powerful source of strength. It always has and always will carry us in times of frustration and despair.

Faith got us through the race war, when nearly 5,000 Mexican Americans in Texas were brutally murdered or lynched by the notorious Texas Rangers and their allies.

Faith got us through the 1930’s when 500,000 of our people were unlawfully repatriated back to Mexico, even though most of them were native born American citizens.

And it was faith that helped thousands of Cuban immigrants survive the treacherous waters of the Atlantic in order to live free and prosper in this country.

And finally, it was faith that got Puerto Ricans through 50 years of being used as target practice by the U.S. Navy on the island of Vieques.

When we are thrown a bone, let’s throw it back and demand a steak. When we are overlooked, let’s stand up and demand to be seen and heard. And when we are told to be patient, say “ya basta!” We have already waited much too long.
