If he shot that cat inside city or some county jurisdictions, he could have easily violated firearms laws. If inside our city’s jurisdiction he would be hit with a firearms violation and an animal cruelty charge.

I bet the county ordinances have a poor view of people firing from vehicles while on a roadway as well.
