I suppose a governor's car likely travels with a trooper escort, perhaps a couple two or three of them? Is this to say that *both* the gov's vehicle and a trooper's vehicle were involved?

I'm picturing the hit-n-run driver swerved or otherwise initiated some kind of chain-reaction accident? then drove off...

They way Shep said it was that it was a two car accident, the Governor's SUV and a trooper car. He said nothing about a hit and run driver.
