Yes, because the governor was run off the road. They'd want to speak with the driver, even if the governor's car itself wasn't hit, because the driver is presumed to know that he was involved in an accident. And they could probably cite the driver for something, even if it's not leaving the scene of an accident because he didn't know that he caused it.

if his motorcade was speeding - they will never admit to it - and will instead say the “other driver caused it”.
