They can do it two ways, i.e., thru regulation and intimidation. This also empowers Sharpton who is battling with Obama on who is THE black leader. Sharpton doesn't appreciate being replaced by Obama as the token black candidate. He also misses the perks that go with it including money. This is just the opening salvo.
