No law broken by city's payment to secretary in mayor's sex scandal { Ruby Rippey-Tourk }

The former San Francisco City Hall employee who had an affair with Mayor Gavin Newsom benefited from unusual treatment before and after she left her job to be treated for substance abuse, but there is no evidence city officials broke any laws, a report released Wednesday by the city attorney's office found.

Ruby Rippey-Tourk appears to be the only city employee ever granted catastrophic-illness pay for treatment of alcohol addiction, a decision approved by the head of the Public Health Department, the report, issued by City Attorney Dennis Herrera, showed.

Rippey-Tourk also is the only city employee approved for the catastrophic-illness program after declaring her intention to quit her job, and she received the money just weeks before receiving her first paycheck for a new job at a local magazine, according to the report.

Payments under the catastrophic-illness program typically are reserved for people with cancer, AIDS or other life-threatening illnesses. Rippey-Tourk received $10,154 after the fact for a 10-week period last summer while she was on leave from her city job as Newsom's commission appointments secretary.

The investigation also found that while Rippey-Tourk worked in Newsom's office, several of her time sheets were signed by her husband, Alex Tourk, then the mayor's deputy chief of staff, who later became his campaign manager. Other time sheets had no approval signature, and some were signed by Rippey-Tourk herself.

No city laws or policies were broken, however, because the mayor's office did not have a policy on time sheets, the report said. But "because Mr. Tourk approved his wife's time sheets, this practice was inappropriate and at least created the appearance of impropriety," it concluded.

I was thinking that in San Fran, this would be impossible.

Attractive women, must be frustrating for someone like this in that area of America to have to scrape the bottom of the barrel with the mayor.

The only one I feel sorry for is this women’s husband.

No controlling authority.

The mayor's office was just being progressive.

Conservatives work for a living, in progressiveland one just has to be a drunk and bang the mayor to get ahead.

Maybe for being hopelessly stupid. He signed her timesheets while she and the mayor carried on.
