The scary thing is half-wit moron politicians in the rest of the states will plod along after him like the idiot sheeple they are, so they can be liked by the flakes on the left coast.
It sounds like he really believes it and thinks that the development of environmental technology will be good for California's economy. Of course, as shown in that quote, he also he also thinks he knows which way the political wind is blowing.
