I interpreted that as a statement of ethnic pride, and a shot at what you can and can't say in the politically correct U.S. I assume (and hope, since it would be a significant loss) that he hasn't actually taken British citizenship, which is what it would take to be a "British social theorist."
Then again, maybe the author just meant "social theorist about Britain."
