I wonder why he would announce that if he wasnt planning on running? Clearing the air and putting the issue out in the open in preparation for announcing a run for POTUS would be my best guess.......

This is a preemptive release, IMO. He'll monitor the landscape and lay of the land with his many supporters and advisors and go from there.

Fred is staying officially out because it prolongs the positive press and gives the rank and file plenty of time to get to know Giuliani's record, which leaves a great deal to be desired (except for the Rocke-feller Republicans, who apparently are having something of a resurgence).
