Agreed. Anything that does not have an implicit cease and desist (leave the country and don’t violate our immigration laws again) is an amnesty.

There is no way that enforcement and securing our borders have to be linked to a "comprehensive" immigration reform package. The first priority has to be securing our borders. It has been almost six years since 9/11. And the question remains, how are you going to enforce these new rules when we have proven to be so ineffectual at enforcing the existing ones?

If you compare the 2006 Senate bill with the 1986 Simpson-Mazzoli bill, it is remarkable how much of the language is the same.
