It isn’t legal...but that is what the FEMA guy said...so, either he said that to sound tough...or he is planning on getting legislation through to fix it.

I only heard that soundbite on the radio news the other day...so there could have been more that he said that might explain his plans.

All I know is my ears perked up when he said that...because I remember how people were BEGGING Blanco to let FEMA and the National Guard from other states to come in and she refused....at first.
