It exempts two road projects in Tarrant County that would add toll lanes to existing highways: the proposed Trinity River Parkway toll road through downtown Dallas and all of El Paso County.

The story needs to be taken with a grain of salt. The proposed Trinity project 1) isn't in Tarrant County, and 2) isn't adding toll lanes to and existing highway. (I suspect that the projects in El Paso County aren't in Tarrant County either, given that they are about 600 miles apart.)

Bad punctuation on their part: Trinity River is in Dallas and El Paso County...not quite in the DFW area.

Also, the “adding toll lanes” apparently refers to the North Tarrant Express and the DFW connector, which are upgrades to already-existing highways near fort worth. Trinity River Parkway is an entirely separate animal. (Explanation mostly for other FReepers; I’m sure you know all about these already.)
