Morocco, U.S. hold joint military exercise

Moroccan armed forces and U. S. army hold joint military exercise named “African Lion 2007” from April 10 to April 27 in Tan-Tan, Morocco, according to the Moroccan News Agency (MAP). The aim of these military exercises is to improve on interoperability of the armies of the two countries as well as to enable the sharing of experiences in civilian-military activities. The exercise will also help to give medical assistance to civilian populations by delivering specialized medication to several villages located within the regions of Tan-Tan and Guelmim, according to the agency. On this basis, the U.S. air force and Moroccan army’s health department will jointly take part in giving medical assistance to the inhabitants of these two regions...

Morocco: Police Fear Suicide Bombers To Target Casabanca Airport

Police suspect a group of would-be suicide bombers are preparing to strike the area around Casablanca’s international Muhammad V airport or the airport itself and are heavily patrolling the main road leading to it from the city centre, London-based Arabic-language daily al-Zaman reported Tuesday.

Anzac terrorism fears put Aussie visitors on alert

About 9000 Australians are expected to attend the Dawn Service at Anzac Cove on Wednesday, and Turkish authorities are on high alert. The Department of Foreign Affairs and Trade has received "credible reports" of terrorist groups planning attacks in Turkey. Potential targets include beaches and national parks.

Secret Service warning of Al Qaeda activity in Spain

El Pais newspaper has said the Spanish Secret Service has warned of a possible attack in Spain or France.

The Spanish Security Service, the CNI, has warned the Government of the increased risk of a new Islamic terrorist attack in Spain. A report in Sunday’s El Pais newspaper indicates that Al Qaeda has an active cell in Spain and that Spain and France are the two most likely targets in Europe following the recent attacks in the Magreb region.

In Algeria a series of explosions killed 33 and there were several suicide attacks in Casablanca, two of them outside United States diplomatic offices. The CNI believes that there are people receiving money and undergoing training in Spain, before being sent to either Africa or Iraq. French and Spanish authorities are reported to be working closely together, especially to see if they can follow the money to the terrorists.

A recent statement from Al Qaeda said that they wanted to recover lands which used to be Muslim, such as Al Andalus in Spain. The Spanish authorities have already increased security levels in Ceuta and Melilla and in provinces along the Mediterranean coast. The Government says it is taking precautions and there is no cause for alarm.

80 Qaeda suspects arrested in Algeria

ALGIERS: Algerian security forces have arrested 80 Algerian Islamists who made recent visits to Iraq for questioning about suicide bomb attacks in Algiers, a leading newspaper reported yesterday.

The daily, Echorouk, said the 80, suspected of having had links to Al Qaeda in Iraq, were being questioned about whether there was any connection between that branch of Al Qaeda and the bombings that killed 33 people in Algiers on April 11.

Suspicious Devices Found In Hotel Room (Ohio)

SPRINGFIELD, Ohio - Workers putting down carpet in a hotel room discovered four suspicious devices under a bed Sunday night, prompting authorities to clear the building and call in a bomb squad, police said.

A robot removed the devices from the Ramada Limited in this western Ohio city and carried them to a grassy area behind the building, where they were detonated about 11:30 p.m., the Springfield News-Sun reported. Authorities were concerned that the devices might have contained explosives, but whether they did hasn't been determined, police Sgt. Dan Harris said. A wick was sticking out of at least one of the devices, Sgt. Brett Bauer told the News-Sun.

Police haven't determined who put the devices under the bed or how long they were there, Harris said. Workers renovating the room found the devices about 6:50 p.m. Sunday and took them to the front-desk clerk, who called police, Harris said. The police department called in the bomb squad from nearby Dayton and guests were evacuated to the parking lot of a neighboring shopping center, the News-Sun reported. Guests returned to their rooms around midnight, said a hotel clerk who declined to give his name. The clerk said he didn't know how many guests were forced to leave the hotel because he wasn't on duty when the evacuation began.

IRGC: A force not to reckon with

NCRI - “Learn from ten years of hostage taking and leave the Islamic Republic [of Iran] alone,” headlined Iranian Revolutionary Guard Corps (IRGC) weekly Sobh-e Sadegh.

Shocked by the UN Security Council Resolution 1747 and capture by U.S. forces of five of its Quds Force members in Irbil, the top military commanders in IRGC headquarters in Tehran sat down to draw new strategy to cope with the crisis in hand, according to the Resistance sources in Iran. No surprise, they came up with the strategy of “creating fear to win victory.” With their backs against the wall, they find the only way out in what the IRGC is good at: more terrorist tactics. One of the main components of the old strategy upgraded to fit the modern times upheavals would be to remind the public of its unique capabilities in creating fear through terrorist tactics. Sob-e Sadegh publication and a dozen more websites such as Basirat and Raja news belonging to IRGC got busy working. They began by claiming credit for previous terrorist attacks which Mohammad Khatamei, former regime president for eight years, was so diligently trying to keep distance from them.

On February 3, 2006, Raja news website which is run by close relatives of President Mahmoud Ahmadinejad wrote, “Do not bother the IRGC; if you do, prepare to face the consequences.” “Do not provoke the IRGC; because if you do, it can turn into the deadliest force ever put into the services of the Islamic Republic, “the website added. “An attack on the bases of the U.S. forces in the Persian Gulf could send the oil prices skyrocketing; 300 to 400 dollars per barrel.”

Raja news warned the US and the west of Imad Mughniyeh’s threat of striking back. It wrote, “Imad Mughniyeh [the notorious Lebanese terrorist] played an important role in the 1983 suicide bombing of a US Marine barracks in Beirut. The 1992 bombing of the Israeli Embassy in Argentina; the 1994 bombing of the Jewish community center in Buenos Aires [is all part of his chilling record]. He is a stanched loyalist of the Islamic Republic of Iran and has worked closely with the IRGC and Ministry of Intelligence and Security (MOIS) in the past.”

Make no mistakes, the IRGC, as it has proven in the past means serious business. It is left to the rest of the world to take it serious.

Al-Qaida toying with radioactive weapons for mass-casualty attack against West

Published: Monday, April 23, 2007Al-Qaida leaders in Iraq are planning a mass-casualty attack against British and other western targets, possibly with radioactive-dispersal weapons, according to a secret British security intelligence assessment.

The warning is one of two reported since Friday from British and European counter-terrorism officials that a reinvigorated al-Qaida is mustering fresh resources for a major strike against the West.

“They have got to do something soon that is radical otherwise they start losing credibility,” a British security source told London’s Sunday Times. The newspaper reported Sunday that al-Qaida leaders in Iraq are planning “large-scale” terrorist attacks on Britain and other western targets with the help of supporters in Iran. The other western nations were not named.

The information, from a leaked report by Britain’s Joint Terrorism Analysis Centre - the country’s premier organization for assessing international and domestic terrorist threats - appears to provide evidence that al-Qaida is active in Iran and has ambitions far beyond the improvised attacks it has been waging against British and American soldiers in Iraq, the newspaper said.

Produced earlier this month, the intelligence assessment quotes one al-Qaida leader in Iraq saying he was planning an attack on “a par with Hiroshima and Nagasaki” in an attempt to “shake the Roman throne,” a reference to the West.
Analysts believe the reference to Hiroshima and Nagasaki, where more than 200,000 people died in nuclear attacks on Japan at the end of the Second World War, is unlikely to be a literal boast, the newspaper said. Despite aspiring to a nuclear capability, al-Qaida is not thought to have acquired weapons-grade material.

However, several plots involving “dirty bombs” - conventional explosive devices surrounded by radioactive material - have been foiled. What’s more, an al-Qaida leader in Iraq last year called on nuclear scientists to apply their knowledge of biological and radiological weapons to “the field of jihad.”
“It could be just a reference to a huge explosion,” a counter-terrorist source, referring to the Hiroshima and Nagasaki claims, told the newspaper.”

This Public Announcement updates information on the continuing threat of terrorist actions and violence against Americans and interests overseas. This supersedes the Worldwide Caution dated October 11, 2006 and expires on October 9, 2007.

The Department of State remains concerned about the continued threat of terrorist attacks, demonstrations and other violent actions against U.S. citizens and interests overseas. Current information suggests that al-Qaida and affiliated organizations continue to plan terrorist attacks against U.S. interests in multiple regions, including Europe, Asia, Africa and the Middle East. These attacks may employ a wide variety of tactics to include assassinations, kidnappings, hijackings and bombings.

Ongoing events in Iraq and elsewhere in the Middle East have resulted in demonstrations and associated violence in several countries. Americans are reminded that demonstrations and rioting can occur with little or no warning.

In August 2006, British authorities arrested a significant number of extremists engaged in a plot to destroy multiple passenger aircraft flying from the United Kingdom to the United States. The September 2006 attack on the U.S. Embassy in Syria and the March 2006 bombing near the U.S. Consulate in Karachi, Pakistan illustrate the continuing desire of extremists to strike American targets.

Extremists may elect to use conventional or non-conventional weapons, and target both official and private interests. The bomb attacks targeting buses carrying foreign workers in March 2007 and December 2006 in Algeria, a series of bombings in Thailand in May and September 2006 that targeted commercial and tourist destinations in the far south, and the bombings in the the Egyptian resort town of Dahab in April 2006 all illustrate how terrorists exploit vulnerabilities associated with soft targets. Additional examples of such targets include high-profile sporting events, residential areas, business offices, clubs, restaurants, places of worship, schools, public areas and locales where Americans gather in large numbers, including during holidays. Financial or economic targets of value may also be considered as possible venues; the vehicle-based suicide attack on an oil facility near Mukalla and Marib in Yemen in September 2006 and the failed attack on the Abqaiq oil processing facility in Saudi Arabia in late February 2006 are such examples.

In the wake of the August 2006 plot against aircraft in London, numerous terrorist attacks on trains in India in 2006, the July 2005 London Underground bombings, and the March 2004 train attacks in Madrid, Americans are reminded of the potential for terrorists to attack public transportation systems. In addition, extremists may also select aviation and maritime services as possible targets.

U.S. citizens are strongly encouraged to maintain a high level of vigilance, be aware of local events, and take the appropriate steps to bolster their personal security. For additional information, please refer to “A Safe Trip Abroad” found at http://travel.state.gov .

U.S. Government facilities worldwide remain at a heightened state of alert. These facilities may temporarily close or periodically suspend public services to assess their security posture. Over the last several months, there has been an escalation in violence in northern Niger, near and between the cities of Iferouane and Arlit. In three recent incidents vehicles have struck landmines, killing and injuring persons. On April 20, a mining facility was attacked near Iferouane. Cash, cars, and cellular phones were stolen. While none of these incidents have involved Americans, the US Embassy in Niamey has temporarily prohibited its personnel from traveling north of the city of Agadez. We strongly urge American citizens to likewise refrain from all travel north of Agadez. American citizens may contact the Consular Section of the US Embassy in Niamey for more information. U.S. Embassy London released the following Warden Message on April 23:

As we note in our Consular Information Sheet (http://travel.state.gov/travel/cis_pa_tw/cis/cis_1052.html ), Automated Teller Machine (ATM) fraud in the UK is becoming more sophisticated, incorporating technologies to surreptitiously record customer ATM card and PIN information. Travelers should avoid using ATMs located in isolated areas. In addition, travelers should not use the ATM if there is anything stuck to the machine or if it looks unusual in any way. If the machine does not return the card, it should be reported to the issuing bank immediately.

Visitors to London should also be aware of a number of distraction techniques currently used by thieves near ATMs in Central London. All of these approaches take place after the victim has entered a PIN number into the ATM.

Method 1: Free Newspaper Distributors

Thieves approach the ATM and attempt to offer free newspapers. As the victim is distracted, the thieves quickly withdraw cash from the ATM and leave. ATMs in Hanover Square, Portland Place, Shaftsbury Avenue, Holborn and Regent Street have been targeted.

Method 2: The Dropped £5 Note

One thief points to a £5 note on the ground and “helpfully” informs the victim that s/he has dropped some money. As the victim bends down to pick up the money, the second thief withdraws cash from victim’s account.

Method 3: The Whisperer

The first thief taps the victim on the shoulder. When the victim turns, the thief whispers something very quietly. As the victim leans towards the thief, a second thief withdraws the cash.

Method 4: Children Collecting Charity

One child waves a piece of paper in front of the victim with some spurious charity information. A second child (sometimes as young as five or six years old) withdraws the cash by pressing the relevant button behind the piece of paper.

The Bottom Line

If any person distracts you in any way while you are in the middle of an ATM transaction, press the ‘Cancel Transaction’ button immediately and collect your card before speaking to the person who distracted you. If they do not appear genuine, do not challenge them but keep track of the details and report the matter to the Police as soon as possible.

“Tamil Tigers bomb military base”

ARTICLE SNIPPET: “Sri Lanka’s Tamil Tiger rebels have launched an air attack on a government military base, injuring at least six soldiers, the military has confirmed.

The attack is thought to be only the second time the Tigers have used air power to hit Sri Lankan targets.

An army spokesman said ground fire forced one plane to turn away before it hit its intended target - the main military base on the Jaffna peninsula.

But rebels said two aircraft were involved and insisted the base was hit.

Elsewhere, at least three people were killed and 35 injured by a suspected roadside bomb that hit a passenger bus.

The attack - the third bombing of a civilian bus so far in April - occurred in Vavuniya district, about 250km (155 miles) north of the capital, Colombo.

Vavuniya is the last government-held garrison town before territory held by the separatist Tamil Tigers, blamed for the attack by Sri Lankan officials.

‘Strategic hit’

The Tamil Tigers said the air raid was carried out at night.

Experts say the rebels smuggled the light aircraft in pieces
The rebels’ military spokesman, Rasiah Ilanthiriyan, said two aircraft flew over the Palaly military base and dropped bombs, targeting the runway and storage areas.

According to the rebels, the pilots returned safely and reported that their attack had left fires burning on the ground.

At first the military denied any such incident but later a spokesman, Lieutenant Commander Rohan Joseph, said a single aircraft had been spotted flying towards the base.

He said anti-aircraft batteries on the ground fired and the plane turned away.”
