They probably take into account broadband access and cell coverage. Obviously, the tiny countries will have an advantage over the US. Saying "technology innovation" in the title is just wrong, though. It has nothing to do with innovation.

It's hard to say what this means. Perhaps they are referring to our massively important television industry. Or perhaps it is the automobile industry or steel.

Exactly!! The operative phrase here is "the extent to which Government policy creastes a framework".
In Eurothink only with Gov't assistance and guidance and assets (funding & infrastructure) can "technological innovation" take place.
In their minds, Bill Gates and Microsoft would be an anomaly
