From what I have ready, spending under Rudy outstripped the rate of inflation after 1995. And he borrowed heavily and increased NYC's debt load. So how, then, is Rudy a fiscal conservative if Bush is not?

But I like this approach. If you can make the case Rudy is a big-spender then you'll be able to seriously crimp this campaign.
