I bet he's askerd of the economic consequences and the subsequent outrage of his countrymen which will ensue from strangling sanctions.

My hope, and possibly the calculation of the U. S., is that this will destabilize the the ruling class in Iran. It's possible, and the better alternative to the use of force at this time.

It's well worth pursuing. Should it fail, well, we'll do what we must.
