I do believe that even if the Iranians were to decapitate these sailors and show the video at the UN General Assembly, that most of Western Europe would refuse to consider anything sterner than moderate sanctions.
Eastern Europe is another story.

Australia is not, to the best of my knowledge, a member of the EU.
