"Seven times more likely" would be low-balling it. Rats are inherently evil and corrupt. It wouldn't suprise me if the true factor would be more than one hundred fold. Depends on what your definition of "is" is, meaning that, with respect to the study, corruption seems to be defined in the eye of the beholder (one conducting the study).

Well, I do know that in early 1993 Republicans were roughly 3 times as likely to be accused of crimes in the papers, but Democrats were roughly 3 times as likely for the charges to be substantive - yielding a 9:1 ratio between perception and reality.

Look at Congressional scandals. We have a few high profile Republican ones recently, but we had ABSCAM, House Post Office (everyone involved was a Dem), and House Bank (Overwhelmingly Dem both in perpetrators and in severity). We also know that Republicans which are caught are voted out if they even make it to the next primary, shile Dems re-elect their again and again.
