Yes. You can get them in shapes that approximate real light bulbs.
However, this legislation is stupid. Wait a couple of years, and the LED light bulbs will be ready and cheap enough to sweep the country. They have better light characteristics, are cheaper to manufacture in bulk, have fewer harmful chemicals, and use less electricity than the flourescents.
But if we force people to switch to floresents now, there will be no market for the new bulbs.
The free market is going to solve our energy problems, if the government can be kept out of the way long enough.

I was really looking forward to LED lights, but I got some LED Christmas lights, and those things are NASTY. I had to move them outside, because they made everyone sick when they looked at them.
