There should be no place in America like that.
If local law enforcement can't handle it, the fed should step in. It is stain on all of us that this type of "community" is allowed to continue.

Then again, you don't help the police...they can't help you.Perhaps a witness protection program is needed? Although this has been controversial at the Federal level, witness protection programs were quite useful and led to many successful organized crime prosecutions. Perhaps states should consider using such programs as well.
