Congress defunded the draft during the summer of 1971...it was continued after WWII due to Russia's provocations(thats what I remember).

How can you defund something which is simply enabled? That would be like saying 'I'm going to defund my lawn from growing.'
The draft was authorized by Congress. Many years later, it was de-authorized by Congress. It was never funded, per se.
