"Reports to" is the operative phrase. The WH [and NSC] have far more to do with establishing US foreign policy than the State Department, which is just one of the foreign affairs agencies.

I have noticed that when there is a foreign policy initiative that is not looked upon favorably, the State Department is blamed. If it is one that is supported, the WH gets the credit. That's called having it both ways.
