Board of Equalization sounds somewhat 1984-ish. Seems to be some sort of tax collection arbitrator. I would not trust it, irrelevant of the Rudy thing.

Currently the tax programs administered by the Board are concentrated in four general areas: sales and use taxes, property taxes, special taxes and the tax appellate program.
