It isn't "hindsight" when the decision put the emergency command center in the WTC was criticized before he actually did it, and for exactly the reasons that would later become all too evident.

However, it was stated previously that there was debate about where the ECC should be. Since there was debate, it's pretty clear that there wasn't just one opinion on the issue. No one anticipated what happened on 9/11.

Like I said, hindsight is 20/20.
