If you have been gone long, the change in the country will be overwhelming and the rate of change is accelerating. Would you recommend where you are now for an expat?

Thats subjective. Slovakia is one of the better of the former Commie countries, but not for everyone.
It all depends on what rings your chimes.

I have been away from the US (Memphis) for a little over two years. I can live here for very little money and I do not need a car as in the US, and the girls are much prettier :)
This is a high tech country with much better cell phone service then in US, and public transportation that is non existent in USA.

The sad thing is that all the world seems to be turning upside down and very fast.
I am not optomistic about the future for the US which seems to be headed for socialist domination, as the old commie countries turn to capitalism.

I have been Republican all my life and never once voted for a Democrap, but the party seems to have no spine, and lets pissants like (insert any Demwit name) run all over them.
