You did'nt ask me, but I don't think a president has control over "dumbing down the world". You can thank the NEA and the ACLU people for doing that. It began several decades ago, and gets worse every year since. Changing it must be done at the local level. (Frankly, why the U.S. Government allows these seditious organizations to operate at all is beyond me.)
If I may, I will quote DHA: "My father believes in limited government, requiring only a large enough bureaucraxcy to execute the basic functions of the Federal Government, while leaving control of all other aspects of Government to the states and the American people."
