The bomb maker, Yasin, came to the US on an Iraqi passport, bombed the World Trade Center, and fled to Baghdad, where he lived freely for 10 years. Documents recovered since the fall of Baghdad show that Yasin was in fact on Saddam's payroll for the 10 years he lived there.

It has everything to do with Saddam.

Also, just a quick correction: Yasin came to the US on a US passport. He was born in Bloomington, Indiana and used that fact to obtain a passport from the US embassy in Amman, Jordan.
