Waterboarding is an interrogation technique used by the CIA and others. The subject is bound to a length of board and placed in a head-down position. A towel is placed over the subject's face and saturated with water. This creates an overwhelming sensation of drowning.

As far as Saddam Hussien is concerned, I'm not aware that he was ever interrogated using this technique. Since was an enemy Head of State, he would be treated to Geneva Convention protection.
