If they only gave licenses to people I think should have them, we'd fix every traffic problem in the nation because maybe 10% of people would be able to qualify for them right away, and probably no more than 75% of people would
ever be able to meet the standards.
No speed limits and a 90% reduction in traffic would sure save a lot of time :-p
