I'll admit ignorance in such matters, but what currency zone is Dubai located in (what is the standard foreign currency?)? I saw floated the theory that the U.S. war costs have been so high, that the dollar will have to be inflated, and there's been talk about pricing oil in Euros for some time now.
I think being closer to their main customers and potential projects has the most to do with this move.
Boeing a few years ago moved its HQ from Seattle to Chicago because most of the major airlines are based either in the midwest or east coast, but this also had to do with the taxes the democrats in Washington state kept slapping on them to have their HQ there.
