The government never should have stepped in and ordered the execution of an innocent woman. Apparently Romney's never heard of the judicial branch of government.
The Constitution is not Mitt's strong point.
All natural persons, female and male alike, are equal before the law and have inalienable rights, among which are the right to enjoy and defend life and liberty ... No person shall be deprived of any right because of ... physical disability.
Jeb Bush had all the authority he needed to remove Terri from those who would kill her and save her life. Indeed, his oath of office requires it :
I, do solemnly swear (or affirm) that I will support, protect and defend the Constitution and government of the United States and of the state of Florida ...
The President or the Governor could have written an executive order to get Terri into a hospital immediately. It is not breaking any law to do so. This action would not have interfered with the judge.
Executive orders are lawful. They've been written by presidents ever since Washington on a number of different issues.
If Florida's Gov. Jeb Bush had exercised the authority available to him - and required of him - to save Terri, he would have ensured a victorious run for the White House in 2008.
