Russia has no tradition of individual liberty or representative government. Before 75 years of Communism, there were centuries of absolute monarchy under the Tsars. Additionally, for a democratic and limited government to work in Russia, that nation would have to have been de-Communized in the same way Germany was de-Nazified after V-E Day. Instead, the Communists remained in power, under different names, and the KGB was renamed the Federal Security Service, but remained essentially intact. If in 1960, some wartime second-tier "former" Nazi had been President of West Germany, that nation would never have been admitted into NATO, and the Common Market would have been restricted to France, Italy, and the Benelux nations.
Russia is still the enemy. The supporters of limited war and nation building in Iraq should learn from the failure of democracy in Russia that it takes more than platitudes to turn a nation around. Keep in mind that the Middle East, which has been dominated by Islam for 1,400 years, lacks even the humane impulses and concern for the individual of Christianity, the historic faith of Russia.
