The movie "Bride & Prejudice" takes place in India. The father of the main character says that, even after 60 years of independence, India is still a young country, learning to govern itself. The US still had problems after 60 years. The Civil War was close to 90 years after the Declaration. But the US persevered and kept to the principles that were laid out in the Declaration. Russia is giving up before it got started.
As for democracies, we do not have a democracy. We have a representative republic. There is a difference.
