I don't think Joe can claim ignorance,
He was US ambassador to Gabon and would be quite familiar with economic activities and resources of all central Africa. Not to mention he would know the French community and the European managed and African govt managed mining community (Central Africa really is a small place, same faces at every dinner party)
The uranium mines in Gabon were reportedly just as tapped out as the ones on Congo were "supposed" to be - makes one wonder ....
Oh well, this makes sense of why during all this brouhaha the North Koreans had troops guarding supposedly defunct Congolese uranium mines
Not to mention that Joe Wilson's first (French) wife Jacqueline was a "cultural attache" (which is cover for "French intelligence agent"). What is interesting to me is that the Congolese ever arrested anyone-
Surely the French had to be aware of this, even through their intelligence channels - and did nothing - or maybe were, as usual, on the take
