In view of the widely publicized problem he had in the past and the fact that he is now a tee totaler a comment like that is totally unnecessary.
He looks as if he has probably just woken from a well deserved nap. If you study the first lady you will notice that she has changed since leaving the White House. So it is quite likely they had a rest and then freshen up aboard AF1 before landing in Brazil.
