"Copyrighting" public government activities by CSPAN has always struck me as the ultimate in opportunism.
As a citizen, if they are providing a public service, then forbid us to use the material that we allow them to record, what's the point?
Perhaps we should request bids for the group which is willing to record government activities for the public benefit, no restrictions as to its reuse...
