I don't know if you have to declare to vote but Calif does have closed primaries....they tried to change that a few years ago in the late 90s but it was reversed so only you can only vote in the primaries for the party you declared

I did it such a long time ago - when Reagan was running. But this is what I found out from the website
hoice of Party. This is optional, but you must register with a party if you want to take part in that partys primary election, caucus, or convention
