I caught a reply on Windtunnel, and it (the tire out of the box) was topic #1 on the show.
As it appears to be, the way Dave said it, if the tire rolls out of the box and straight at an official, its no penalty, and the official will return the tire. If it rolls some other way, out of control, and not an official, it is.
Go figgure.

How about if the official sees a lug nut off and that same official puts it on? /scarc Makes as much sense IMO.
