Incidently, the same father, with the cooperation & blessing of the prosecutor, lobbied for such committed "non" convicts to have the burden of proving themselves sane/not a danger to others before they could be released. Prior to passage, it was the burden of the prosecutor to respond to a patient's request for release by traveling to Dix and proving he was still insane/dangerous.
