One problem I see here is that we are using imprecise language.
Conservatism covers a spectrum of views. Some conservatives feel passionately about a few core issues about which other conservatives are either neutral or are willing to compromise.
I don't think I would apply the term conservative to Rudy Giuliani, at least not with out some modifier, such as fiscal conservative or law and order conservative. He certainly is not a social conservative.
But, that fact doesn't bother some conservative like me.
