It is a bit of an urban myth. The Cessna 172 was intercepted but nobody gave the permission for it to be shot down. Rememeber that this was after the events of KAL 007.

I saw a blue angels show in Charleston WV in 1972 when I was eight. They were flying F-4s back then and they flew over so fast it blew my hat right off my head!
Last weekend I was driving home from a florida vacation, and was stopped by the interstate near Mt Airy NC.
I was up relatively high, and was out walking my dog.
Two F-15s came over one right after the other so low I could see the markings underneath the plane. It was very exciting. Also, during the trip, I am sure I spotted a V-22 Osprey flying near Jacksonsville FLA.
It has a very distinctive noise, which I rememebered from watching Future Weapons on Discovery the week before.
Would there have been a reason for an Osprey to be down around the Jax area?
Also, just because you read something on Wikipedia, does not make it so. Have you read the dust-up over their "religion" editor. (He falsified his education and other qualifications.)

By the time they came over my house they were much higher if they were taking off. Man were they loud though!

I'm not relying on Wikipedia. Sacked because nobody would make the decision to shoot him down. Rust himself said that he was intercepted and wondered when he was going to be shot down. Rust confirmed at his trial that he had switched off his radio to avoid being challenged when approached by a Soviet aircraft.
Mathias Rust himself said in an interview in Germany, that armed Soviet helicopters followed him for a quite long time. He turned off his radio and continued flying ignoring all intercepts. No pilot or air defense site received any orders to shoot him down.

You are correct. While I personally believe that U.S. military aircraft, the pilots, and the designers are the best in the world, that doesn't mean that we (the U.S.) have a monopoly on the laws of aerodynamics, physics, fluid mechanics, and mathematics; no one does. (And just because I believe something definitely doesn't make it so!) I should've read more closely the Tu-160's history before so quickly wondering out loud about it's connection, design-wise, to the USAF B-1 bomber; that's being fair. The link you provided is very good and interesting too. Thanks for bringing it to my attention.
