I don't believe this to be true, but if the social conservative platform is "We hate Rudy", they will be marginalised in the Republican Primary. The leadership will not want that to represent the image of the party, and furthermore, it is a vote loser to have a group of people, front and center, who believe that anyone who does not strictly follow their precepts is an apostate.
Happily, I believe this is the enthusiasm of a small minority.
