Couldn't they just say "Officers arrested him at that location"?

I saw a similar saying on an e-mail: "Endeavor to Persevere"
Why not just "Persevere"? Nobody I know talks like this.

This is police/military/fire/rescue/bureaucrat speak. Basically, you're taught to speak in a way that makes it sound like no actual person was responsible for whatever happened, even if it was a good thing. If I had written or edited the story I would have paraphrased instead of quoting directly.
