Take a look at a map. Check the distance from Crete to Cyprus.

The Greeks/Cypriots ended up with S-300PMU-1. This system uses the 48N6 missile, which has a range out to 150kms. Not even the targetting radar for this system, employed on Crete, can cover any part of the island of Cyprus. The system is there for political reasons. It is jointly manned by Greek and Cypriot units. It can't provide any defence of Cypriot airspace station in Crete.
