What year? This might have been a good deal.

Adoption is better than abortion. And you can bet this little boy would have been better off with parents who wanted him than he will be in a paid "foster home." People willing to pay for him are more likely to take good care of him than people who want to be paid for taking him in.
Legal adoption is designed to make sure the parents qualify, but it's also very bureaucratic and very expensive.
They all should have stayed in Mexico, and then it would have worked out.
