Why didn't Clinton push for the Kyoto protocol ratification, if he is so concerned about this?

I think he knew it would be suicidal for the economy and his presidency to do such a thing and I am sure that he knew that he could refuse to sign it and in a few years no one would remember.

Clinton knew that by his ignoring Kyoto and the rest of the issue, no one would care--and he could use it later to bash his successors if they didn't play ball with him.

He DID push for it. It was rejected by the Senate of the U.S. 95 - 0. Note that a few less than half of the Senate was of his own party; every last voting soul said "uh uh, Bubba."
