Saw that story... Apparently the victims were French muslims on their way to Mecca for a pilgrimage. As there really is no such thing as tourism in SA, I would take that as fact. Everyone visiting SA is either there for work/business or making a pilgrimage. Very difficult to get a visa otherwise, impossible if you're a Jew.

they were stopped on the side of the road on the way to Medina, which is forbidden to non-muslims.The story I read said they might have been French Muslims.
