Yeah, that Rudy is always thinking. Thinking through to the end game he places the city's Emergency Command Center in the WTC where the one building in NYC that had been bombed by terrorists and remained a target according to intelligence reports was located. Such good judgement and forward thinking, that Rudy is just an amazing tactician.
